Areas of Expertise Legislative budget process, legislative lobby, monitory of social expenditure, budget and policies analysis, training of grassroots and non-governmental organizations to budget lobby. INESC works specifically with these issues: environment, indigenous matters, land ownership, agriculture, social assistance and children. We are planing to work with education and all issues of Brazilian social security (social assistance, health and social welfare).

Major Current Activities Since 1996 INESC has been monitoring and analyzing federal budget and communicating the situation to civil society organizations, from the beginning of the executive proposal until the end of the expenditure, including debates at the Brazilian National Congress. During these debates, INESC develops lobby to increase social expenditures.

In 1997 INESC was dedicated to developing a model of Budget Policy Analysis, and its finishing reports covering budget expenditures from 1995 to 1998 with environment, indian people, agriculture and agrarian policies, social assistance and children (to be published until June 1999). In this model, it's of great importance the relationship between external loans (Basically IFI's loans) and the Federal Budget.

Recent Reports IBASE publishes a newsletter every four months called Budget and Democracy "Orçamento e Democracia".   The newsletter covers reports on a variety of topics including the effectiveness of the social actors responsible for public policies targeting children and infants at the local level.
Major Current Activities Right now we are working in several ways. One is to analyze the budget data and the decision making process related to policies for children and infants at the local level. This analysis will consider the lack of funds that this level of government has in Brazil and the social movements involved. The goal is the improvement of the situation of the target population (children and infants).

Another important task we have been developing is the training of key social actors on skills related to budget analysis, in order to allow them to conduct their own analysis.

Furthermore, we are beginning a project aiming to build, from raw data, indicators to help decision makers make informed decisions based on the real situation of the population, their needs and the public services currently delivered.

Areas of Expertise CIDADE was founded in 1988 and works on social and urban development and participatory budgeting.  CIDADE's principles are based on the right to citizenship and the autonomy of popular movements.  CIDADE works to promote effective citizen participation in city management and budget monitoring by empowering grassroots movements with research on urban reform policies and local budget processes.  CIDADE has worked in Porto Alegre since 1991 to encourage people's participation.

Recent Budget Activities Participation in the Municipal Forum on the São Paulo Budget.  Organizing information on budget revenues, budget expenditures, and on public municipal debt since 1989.  These activities are the basis to analyze the present budget, the Plurianual Plan, and the Budget Guideline Law.

Areas of Expertise CCLF has 3 programmes: communication, education, and local development. The latter one focuses on public budget and citizen participation (Projeto Orçamento Público Participação Cidadã), since 1999. This project focuses on the democratization of the public management, the monitoring of state and municipal budgets, and the empowerment of people's participation in the municipalities of the different regions of Pernambuco state.
Recent Budget Activities
  • Participation in fora such as the Fórum Nacional de Participação Popular and Fórum Brasil Orçamento to promote social mobilization for the democratization of the public budget process.
  • Introduction of the public budget to grassroots movements and municipal councils to monitor the municipal and state public budget, and consolidate a state network (reachable at demorcamento@yahoo.com.br) and municipal grassroots movement on public budget democratization.
  • Acting in the legislative budget process and its execution giving legal assistance and support in the dissemination of the actions of the municipal grassroots movement of public budget democratization to strengthen the diversity of public budget activities.
  • Courses addressed to civil society to understand budget documents and laws; the importance of social participation in budget decision-making and execution; the link between the public budget and human rights (laws related to Federal Constitution and budget law in the perspective of human rights); institutional development (organization and political aspects); and communication techniques.
