  • Strengthening the role and skills of civil society in monitoring the process to decentralize resources from the central government and increase allocations to regional governments.
  • Budget analysis at the national level to identify yearly allocations directed to social programs.
Recent Reports Vigila Perú is released every three months covering budget decentralization oversight reports on the central, regional, and local governments' activities in 15-26 regions in Peru including Ancash, Ayacucho, Cajamarca, Cusco, Huánuco, Huancavelica, Ica, Junin, Lambayeque, Pasco, Piura, San Martín, and Ucayali.  The reports raise awareness towards the slow process towards budget decentralization; the control of the central government over a significant portion of the budget for the capital's expenditures; as well as the improved efforts of regional governments to provide budget information, amongst other issues.

  • Reports and information on budget decentralization.
  • Initiatives for the legal framework of budget decentralization.
  • Citizen oversight of national, regional, and local budget institutions and their efforts to provide public access to budget information and follow the Access to Information and Transparency Law.
  • Civil society leadership workshops to promote participation in participatory budget processes.
Publications Participa Perú and Vigila Perú are available both in hardcopies and in PDF format.  These issues cover different aspects of fiscal decentralization, transparency, and accountability relevant to the budget process in Peru.

Ciudadanos al Día (CAD) is a private non-profit organization formed in 2002. CAD's mission is to combine efforts with individuals and organizations working on transparency of information, accountability, oversight and citizen participation to develop innovative ways of generating incentives to improve the relationship between the government and the citizens.

Areas of Expertise The CIUP was created in 1972 with the purpose of providing solutions to the problems that our country faces. The work of our institution emphasizes economic and administration issues and includes six areas of research: natural resources and environment, international trade, social policies, economic policy, economics of regulation and business administration. In the budget area, we focus on four themes: defense, women, environment and youth.
