Budget Initiative (OBI)
This is the first index to rate 59
countries on how open their budget books are to their citizens. It
is intended to provide citizens, legislators, and civil society advocates
with the comprehensive and practical information needed to gauge a
government’s commitment to budget transparency and accountability.
Civil Society Budget
Initiative (CSBI)
CSBI
is a partnership between civil society budget groups and donors to stimulate
budget work in low-income and other challenging environments. CSBI provides
financial and technical support to emerging budget groups in Africa, Asia,
and Latin America.
Civil Society improves Governance and Poverty: Evidence from Six Country
Studies
The IBP
and the Institute for Development Studies (IDS) at the University of Sussex
produced in-depth case studies of six established budget groups in Brazil,

Investing
for Life: Making the Link Between Public Spending and the Reduction of
Maternal Mortality
This report was prepared by IBP, Fundar, and the Population Council Latin
America & Caribbean-Regional Office. It is based on a three-day
exploratory dialogue in November 2004 between experts from the fields of
maternal health and applied budget analysis.

The guide is a comprehensive
description of the basic principles of applied budget work, examples of useful resources,
and best practices. It is also available in

A Guide to Tax Work for NGOs
The guide is intended to help demystify
revenue policy issues and give civil society budget groups the tools they
need to influence revenue policy in the same way that they have been able to
influence expenditure policy.

can Civil Society and Parliament play in Strengthening the External Auditing
Function?
This paper looks at how
the Auditor General function can be strengthened through co-operation with
parliamentary committees and civil society budget organizations.
Can Civil Society Add Value to Budget Decision-Making?
A description of the expanding contribution of civil
society organizations to public budgets in developing countries is also

Follow the Money:
A Guide to Monitoring Budgets and Oil and Gas Revenues
The guide is based on a workshop co-organized by OSI's
Revenue Watch and the IBP on November 2004. It provides practical
information on how citizens of resource-rich countries can become effective
monitors of government earnings.
Fourth IBP Conference
A detailed summary of the fourth international conference held in
Mexico, City in March
2003 attended by
140 participants from 40 countries to share the diverse experiences,
accomplishments, and challenges of applied budget work by civil society
around the world.
