World Bank Public Sector & Governance Program — This program is divided into thematic groups that deal with Administrative and Civil Society Reform, Anticorruption, Decentralization and Subnational Regional Economics, Law and Justice Institutions, and Public Finance.

Intergovernmental Fiscal Relations & Local Financial Management Site — This site for a World Bank course offers a wealth of information, including web links and documents (many available online). Specific topics include fiscal decentralization, intergovernmental relations, structure of government, assignment of expenditure, the tax assignment problem, intergovernmental grants, creditworthiness, government budgeting, property tax, accountability, and transparency and measurement.

The ESRC Local Governance Programme — Reports on local public budgeting and local governing strategy.

International City/County Management Association — Includes papers on local government management, performance review, and budgeting.   Online library for members available (membership is free).

National Advisory Council on State and Local Budgeting — Though intended as a resource for local US governments, the papers and recommendations are designed for general use, and should be useful to anyone interested in municipal budgeting.

Provincial Fiscal Analysis Project — A project of the Institute for Democracy in South Africa (IDASA), the Provincial Fiscal Analysis Project aims to build the capacity of South African NGOs and provincial governments to effectively analyze and formulate provincial budgets.

The International Local Government Home Page — Includes links to local governments from around the world, links to organizations that monitor or study municipal governance issues, and information about local government.

Local Government Information Unit — Includes best practices, links, and documents on health and education planning at the local level.

Municipal World — Monthly magazine on municipal government, published since 1891.    Searchable archives include many articles on municipal budgeting, but these articles must be ordered and aren't available on-line.
