ACODE was founded in 2000 and has made a name for itself by conducting policy analysis, especially around environmental, trade, and agricultural issues. ACODE is involved in budget work since 2006 through public expenditure reviews, critiques of government budget proposals, and monitoring government processes and regulations related to civil society participation. ACODE plays an active role in the Civil Society Budget Advocacy Group. Currently, ACODE focuses on effective public service delivery in the water and roads sector and the Uganda Local Government Councils Score-Card Report for Financial Year 2009/2010.
