Founded in 2009, DPI is a nonprofit, non-governmental organization that brings together experienced experts with years of proven experience working in various fields of legislation, development of state and municipal management, strategic planning, economic development and information exchange. DPI works to improve decentralization, local economic development, and local governance in Kyrgyz Republic and to promote economic journalism.

Major Current Activities

DPI staff have ten years of experience in USAID projects (Local Government Initiative phase I and II, Decentralization and Local Self-Governance) in providing technical assistance in local self-government projects. In the last three years, DPI has assisted on projects at the local government level that focus on:

  • increasing youth participation in decision making at the local level through equitable access to resources in the municipalities of Chui region;
  • ethnic diversity management at the local level through equitable access to resources in the municipalities of Chui region;
  • participatory budgeting;
  • development of investment attractiveness of Issyk-Kul, Naryn and Talas regions of the Kyrgyz Republic;
  • equal access to resources as a tool of ethnic diversity management in the municipalities of Chui region;
  • building the capacity of local self-government bodies in Batken, Jalal-Abad and Osh regions to mitigate conflict in resource management;
  • developed training programs on pasture management, local natural resources management, using economic resource maps, and formulation of local budget revenues; and
  • Project "Voice and Accountability: Citizen Participation and Oversight of Budget Process in the Kyrgyz Republic."

In addition to these projects, DPI has been directly involved in:

  • developing the Kyrgyz Republic's national strategy for decentralization;
  • in governmental working groups focused on developing land, tax and other legislative reforms in Kyrgyz Republic;
  • legal examination of local regulations
  • assistance in implementation of two- and later three-tier fiscal system in 160 municipalities;
  • developing the model provision for local keneshes budget management;
