“Twataka Pesa Zetu” (We Want Our Money): A Public Budget Hearing in Kenya

This article profiles a public transparency and accountability forum that was organized in 2007 by Kenyan civil society organizations (CSOs). The forum discussed the use of monies by a Member of Parliament (MP) from his Constituency Development Fund (CDF) on community development projects. The CDF is a controversial fund that has received much public attention in Kenya due to alleged misuse by MPs. Staff from the International Budget Partnership and India’s Mazdoor Kisan Shakti Sangathan (MKSS) assisted Kenyan CSOs in monitoring the use of the CDF using tools and techniques developed by the MKSS in India. Findings from the monitoring process were discussed at a public hearing attended by public officials responsible for the management of the CDF and local community members.
