Are the Poor Protected from Budget Cuts? Evidence for Argentina

The paper focuses on the effectiveness of safety nets such as anti-poverty programs in times of economic crisis requiring fiscal contraction, using Argentina as a case study. Through time series using public spending allocations data since 1980, the author examines how the changes of the composition of spending with contraction and expansion and its effects on the poor.
