Rethinking Decentralization in Developing Countries

This report analyzes the impact of decentralization policy in many developing countries. This is a response to the trend – often driven by political pressures – toward decentralization in fiscal, political, and administrative areas to lower-level governments and the private sector. Decentralization can significantly impact resource mobilization and allocation, macroeconomic stability, service delivery, and equity.
